Conversion quality depends on the type of PDF. PDFs generated directly by programs like Word, Excel, or LibreOffice convert with excellent results: text, paragraphs, lists, and simple tables are faithfully reconstructed. Scanned PDFs (physical paper digitized by scanner or camera) have more limited results, since they are essentially images, extracting editable text from scans requires OCR (optical character recognition), which is a different type of tool.
